missing doPrivileged block in JDKTimeZone.offset() method

Description

Hi there,

with Java 2 security enabled and when formatting a date, a
java.security.AccessControlException stack is dumped to System.out. To me it
seems like a doPrivileged() block is missing in the JDKTimeZone.getOffset(...)
method.

Regards, Brian.
