cannot set substitute char for iso-2022-cn
Description
When I use ucnv_setSubstChars to set the substitute character to '?', it works
for most charsets, but for the 2 charsets
ISO_2022,locale=zh,version=1 and ISO_2022,locale=zh,version=0, it does not work,
and the from-Unicode converters return 0x1A
for many Unicodes.
