Description

Details:
Currently ,There is one collation rule in TH.TXT is not correct. The rule
is "Tonal marks are primary ignorables but are treated as secondary
differences"

This is the part of Thai collations rule in file TH.TXT

// Tonal marks are primary ignorables but are treated as secondary
// differences
"& ́ " // acute accent
"; ็ " // MAITAIKHU
"; ่ " // MAI EK
"; ้ " // MAI THO
"; ๊ " // MAI TRI
"; ๋ " // MAI CHATTAWA
"; ์ " // THANTHAKHAT

The correct rule should treat Thai Tonal mark in all collation strength.
In the other word ,no ignorable for Tonal mark in primary.
This is a correct rule.

// "& ́ " // acute accent --> should be removed
// change compare sign from ; to < to compare as all compare strength.
"< ็ " // MAITAIKHU
"< ่ " // MAI EK
"< ้ " // MAI THO
"< ๊ " // MAI TRI
"< ๋ " // MAI CHATTAWA
"< ์ " // THANTHAKHAT
