Bidi: incorrect level resolution for multiple paragraphs and UBIDI_DEFAULT_xxx para level
Description
In Bidi support, when submitting text which contains multiple paragraphs while the specified para level is default (depends on content), the levels assigned may be incorrect for the second and following paragraphs.
This happens in ICU4C version 3.6 and 3.8 and ICU4J version 3.8.
