Ok done. And ported some of converter extensions and added a test as well as a bonus. And accidently code-formatted CharsetMBCS (ctrl-shift-f in eclipse)... well at least it looks a little cleaner!

The barrier is down, ISO-2022 and LMBCS can finally be ported! In theory at least.
