Move LocaleDisplayNames class (C++) to the common library

Description

Move LocaleDisplayNames class (C++) to the common library once we have MessageFormatBase there

LocaleDisplayNames (and their C API) are in the i18n library because they need low-level MessageFormat functionality. Once we have a MessageFormatBase in the common library, we should move LocaleDisplayNames to there too and consider rerouting the old display names APIs to use the new one.

Moved, and moved currency/displaycontext dependencies, and made other changes to reduce the use of MessageFormat and ChoiceFormat. I separated out the re-routing of Locale::getDisplayXyz() into new ticket #12098.
