Malayalam: rendering with 0D30 and 0D31

Description

According to the Indic i18n team in Red Hat.

The expected result for the combinations are:
0D15 + 0D4D + 0D30 ക + ് + ര => ക്ര
(ii) 0D15 + 0D4D + 0D31 ക + ് + റ => ക്റ
(iii) 0D28 + 0D4D + 0D31 ന + ് + റ => ന്റ
(iv) 0D31 + 0D4D + 0D31 റ + ് + റ => റ്റ

Apparently reverting http://bugs.icu-project.org/trac/changeset/26090/icu/trunk/source/layout/IndicReordering.cpp from ticket 5431 gives the desired results.

This bug made the XeTeX useless for typesetting Malayalam. It has become impossible to typeset Malayalam in TeXlive2010. In TeXlive2009, it was perfect without a single issue.
