Add Emoji 13 draft candidates

Description

While the emoji may change, the committee wants to get as much of the changes done early as possible. It is likely that any changes before the final candidates would be limited to code point changes and name changes. Both of these we can handle in the tooling and in post-processing.

These will not be blockers for the release; vetters will be encouraged to finish them but not required. Any cleanup work will be done in v37 in a limited submission release.

Looks like the ticket got behind Github checkin work. Adding in the Fix in version 36 and clarifying in the title that it’s for Emoji 13.

NOTE: I currently have the new emoji sorted at the bottom of each page. So there are two Drink headers, for example.

There are plusses and minuses to this approach.

  • Plus: easier to see all the new stuff in one chunk

  • Minus: you can't easily see the related items. That has serious impact for certain cases, like the new gender-neutral emoji. You really want "astronaut" to be consistent with "man astronaut" and "woman astronaut".

I'm inclined to change the order to be interleaved, eg have only one Drink section. PLEASE respond on this if you disagree, otherwise I'll go ahead.
