use lakh and crore in en-IN

CLDR compact number format in en-IN is unidiomatic (both compact-short and compact-long).

Localized view counts such as '12 lakh views' or '1.2 crore views' are much more relevant and native than 'millions' or 'billions'.

One further issue: what about greater than 1 000 000 000 = 1,00,00,00,000? Cursory googling seems to show that both abbreviated billions and hundreds of crore are used, though the latter is more frequent. The word arab (अरब, ارب) does not appear to see any real use. Possible:
