Unit tests for handling inheritance and reports

There should be more unit tests for VettingViewer, including tests related to inheritance and status (as in getMissingStatus). After making one minimal test for getMissingStatus for v39, we decided to clone https://unicode-org.atlassian.net/browse/CLDR-11771 for v40 for further work.

Ideally there should be a regression test for this … getMissingStatus isn’t tested by TestAll.java … VettingViewer.java has a “main” function but can’t run without directory “cldr-archive”
