Old chart links are broken (v35 and below)

Description

Charts for v35 and below cannot be found

Repro
1. Go to http://cldr.unicode.org/index/downloads
2. Select Chart column for 34 <Result: directs me to CLDR Charts, which is not release specific and is the latest 38.1
Or
1. Go to CLDR 34 Release Note: http://cldr.unicode.org/index/downloads/cldr-34
2. Click on Δ34, and it goes to CLDR change request page

Done via redirects for old and new charts.

Just to note… Old charts may be an easy part of the problem, as the old charts exist in a static cldr-aux directory on the server. Available are version 22 through 37.
