We are working on an Android app for EV cars and we already proposed some new efficiency units for electric vehicles (see https://unicode-org.atlassian.net/browse/CLDR-14504#icft=CLDR-14504). Additionally, we have now the case where we do not only want to show kWh but also Wh as this is the base for billings.
Example: You pay €0.8 per kWh but you are billed per Wh. So if you charge 12.345 kWh you have to pay €9.876 or €9.88 if rounded.
I see kilowatt-hour with explicit data. I don’t see explicit data for watt-hour

Sorry, I unfortunately still don’t understand (looking at this, linked tickets and other docu) how to get “Wh” aka watt hours with ICU4J. Even just looking at CLDR it’s not there :/.

Unfortunately there is not such a unit here yet.
