The Hebrew Support in Computerized Systems committee has voted in favor of making the following enhancements to the Hebrew keyboard layout. Note that these changed should impact the “Hebrew” keyboard layout and that the “Hebrew (Standard)” layout should remain unchanged.

Thanks for writing. CLDR is still not quite ready to take in new keyboard layouts, but we are making a lot of progress. Just this week, we have launched our updated website https://cldr.unicode.org/index/keyboard-workgroup with details about the project status.
Your request is not lost, it’s in our queue ready to be worked on. I’ll respond here on the ticket when we have another step for you.
