Tweak person name code/data

Description

(note, this will be a subtask, but that doesn’t seem to be working now.)

Make tweaks according to person-name meeting of June 7.

  1. Change the formal sorting for English to use surname -prefix and -core, eg “Humboldt, Alexander von”

  2. Add hard-coded examples of Albert Einstein as foreign name in native script.

  3. Simplify the code by replacing ParameterMatcher by FormatParameters

Mark took care of item #3 on this list (simplify the code) as part of his work for CLDR-15857, so there's no more work to do here.
