CLDR time zone data update 2022g

There are a couple of changes required in CLDR time zone data for this update

  • New zone America/Ciudad_Juarez

  • Metazone mapping for America/Pangnirtung (In TZDB, this is moved to backward, defined as Link of America/Iqaluit)

We’ll need a new mapping in windowsZones.xml as well - but I don’t see any updated Windows zone from Microsoft yet. I can’t tell if this is on anyone’s radar there (I left over a year ago).

Official name of the city is “Ciudad Juárez”. In the CLDR-TC call on Nov 30, we discussed whether we should add exemplarCity override in root.xml, and we agreed to add the name (with accents). At the same time, Yoshito reviewed all Mexican zone IDs, and we want to do the same for other places - Cancun (Cancún), Merida (Mérida), Bahia Banderas (Bahía de Banderas).

You created a new issue in CLDR project, but requesting ICU4J time zone data update. I created a new ICU issue for the purpose (ICU-22217) and updated the description of this issue for CLDR.

In general, CLDR/ICU project members are aware of tz database updates and make the changes ready in a few days after release. You don’t need to file a new issue here.
