CI has cldr-archive, but not enabled for tests

Split out from

We have cldr-archive on the CI environment, but tests don't know when they can use it.

  • Add a configuration switch USE_CLDR_ARCHIVE ?

  • Add a test that checks for cldr-archive and fails if not found?

  • Allow other tests to attempt to use cldr-archive if available, otherwise just skip (and log as known issue “cldr-archive not found”?)
