Dutch spell out rule for cardinal 1 needs additional rule

Description

The spell-out rule for 1 (one) in Dutch is spelled as een but should be spelled as één. No accents refers to the indefinite article while the accents refers to the numerical value. There’s no need for the accents when combined with other spelled-out numbers (e.g., 21, 31, etc.)

After discussing with the Dutch expert on your team, the current behavior is not wrong and frequently used to refer to 1. Though in certain contexts, there is a desire to have the unambiguous form available. It was agreed to have this new form called cardinal-stressed. Some other languages have similar concepts around optional diacritic usage, and this a reasonable solution.

For future reference, many languages conflate the cardinal 1 and the indefinite article to be the same word. English is an exception in this regard. Many languages also use diacritics, but in everyday usage, they can be omitted on some words. Some languages omit them more than others.
