Based on the forum post it looks like the AM/PM marker is expected to follow the time but the ordering was not updated in the date time formats, and now it just looks odd.
Comments from the CLDR TC discussion on 2025-03-12 for the agreed upon next steps:
Revert data changes to AM/PM made in CLDR 46. Don't change ordering in time patterns.
Add to Known issues section in release notes with a link to the patch once available
File a ticket to update the reports to show both day periods and AM/PM
Research what the actual day periods for Assamese should be.
Research if the default numbering system should change for Assamese based on the vetter's comment (and Annemarie to follow up to see why it was not proposed in the SurveyTool during v46 and/or why it was not flagged on the Google-side as a request.
