remove icudata.jar from icu4j tree

Description

with the merged trunk as of #12800 we should be able to remove icudata.jar from icu4j so that when building from source, the icu4j data comes from icu4c

  • cleanup general hackiness

  • top level build.xml should be rethought

  • clean up the stray `./tmp` dir at top level

  • think harder about out of source builds

  • build under windows ( sublaunch nmake/msvcbuild ? )

  • build DebugUtilitiesData and any other manually copied thing
