ja-Latn-hepburn-heploc is not canonicalized to ja-Latn-alaic97

https://www.iana.org/assignments/language-subtag-registry/language-subtag-registry has this entry, but ja-Latn-hepburn-heploc is not canonicalized to its preferred tag: ja-Latn-alaic97.

Perhaps, this entry can be added to 'grandfathered tag mapping table' (even though it's not a grandfathered tag.

Tickets closed as "duplicate" should have no fixVersion; semantically, they inherit the fixVersion of the duplicate.
