"#if !UCONFIG_NO_CONVERSION" block should include the doxygen doc for uregex_openC

Description

"#if !UCONFIG_NO_CONVERSION" block includes the function, but not doxygen doc. It may confuses custom parser if the doxygen doc describes the function uregex_openC or not.

It would be nice if the "#if !UCONFIG_NO_CONVERSION" block include the doxygen doc,
