Conflicting documentation for stand alone quarter

http://userguide.icu-project.org/formatparse/datetime#TOC-Date-Time-Format-Syntax has contradictory information for what the Q and q date formatters represent. The prose indicates that uppercase Q is used for the stand alone format:

"2nd quarter" would use the stand alone format (QQQQ), whereas "2nd quarter 2007" would use the regular format (qqqq yyyy).

The Date Field Symbol Table on the same page instead indicates that lowercase q is used for the stand alone format.

Incidentally, it would be nice if this documentation also explained why stand alone values matter and if it provided examples where stand alone values can be different from the regular ones.
