data/makedata.vcxproj and data/makedata_uwp.vcxproj contain references to obsolete makefiles

Description

The 2 following Visual Studio projects contain references to obsolete makefiles (brkfiles.mk, rbnffiles.mk, trnsfiles.mk…)

  • icu4c/source/data/makedata.vcxproj

  • icu4c/source/data/makedata_uwp.vcxproj

These projects should have been cleaned up in https://unicode-org.atlassian.net/browse/ICU-21240 and https://unicode-org.atlassian.net/browse/ICU-20489.
