icu:calendar_fuzzer: Timeout in calendar_fuzzer

upstream bug for https://bugs.chromium.org/p/oss-fuzz/issues/detail?id=63699&q=label%3AProj-icu

The issue is simply the generated test is too long. We should just limit test valid size for the generated test data.
