icu4c-74_1-Win32 build missing

ICU 75(and soon 76) releases have new win32 binaries:

Discussed. We plan to re-publish the Win32 binaries as long as we have a CI build for them.

can you do your own 32 builds?

Currently I just point users to your release download site.
Own building and distribution would be a hurdle, in the best case with major delay and not regularly. Collecting and installing all tools, learning (I'm newbie), building, testing, distribution.
Realistically I will stay with v73.2 for the foreseeable future and wait until Microsoft follows with preinstalled icu.dll (Now (Oct2023) they have v64.2 on Win10 and v68.2 on Win11).
