sync up rbbitst.txt between ICU4C and J

Description

Make sure that copies of rbbitst.txt in ICU4C and ICU4J are fully in sync with each other, that all tests added to C have been moved to J.

The files should be the same.

We cannot use the same test file for J because of #9084. Only the differences are these. So I'm closing this ticket.

Compared rbbitst.txt in C trunk and J trunk. It looks there are some diffs. Can't we use the exact same contents for some reasons?

There are failures when running the updated test cases in ICU4J.

Problems with Thai and Khmer involve the dictionary code. Ticket 9084.

Problems with Finnish tailoring are of unknown origin. Ticket 9099

The failing test cases are commented out of rbbitst.txt for the moment.
